Experience Based Knowledge

Specializing in planning and implementing robust medical response systems for Mass Casualty Incidents, ICEP features an interdisciplinary team of subject matter experts, all veterans of MCI's, from Israel's largest hospitals, the national EMS, police and the IDF.

Led by Chaim Ivry, Founder/CEO, the ICEP team has helped U.S. emergency planners, hospital leadership, clinical and support staff, along with personnel from EMS, PD, FD, OEMs and Departments of Health.

Prof. Shmuel Shapira, MD, MPH (past faculty member) - Director General of the Israeli Institute for Biological Research (IIBR), former Deputy Director General of Hadassah University Hospital in Jerusalem and the former Director of Military Track of Medicine at Hadassah School of Medicine; Lt. Colonel (Res.) in the Israel Defense Forces (IDF) and the former head of the IDF Trauma Branch; Former Chair of the Ministry of Health Committee for Accreditation of Trauma Centers and member of national committees.

Chaim Rafalowski, MPA - Head of Disaster Management and Projects Coordinator at M.D.A - Israel’s national EMS. Former National Director of the Emergency and HAZMAT Preparedness at M.D.A Headquarters, who had personally responded to many Mass Casualty events in Israel.

Brig. General Hezi Leder (Ret.) - Former Head of Intelligence at Israel's National Police Headquarters where he was responsible for intelligence activities carried out by 2,500 detectives, intelligence analysts and undercover agents. The former Israeli Police Attaché to the U.S. and Canada, he collaborated with federal, state and local police in enforcement, intelligence, anti-terrorism and joint intelligence operations with the Israel Police. He represented the Israeli Police in many conferences.

Prof. Yoel Donchin, MD - Clinical Professor of Anesthesia and Intensive Care, Hebrew University and Hadassah School of Medicine, Jerusalem; Director of the Patient Safety and Critical Care Transport at Hadassah University Medical Center, Jerusalem; the co-founder and a former head of the Trauma Branch at the IDF and Hadassah; formerly on the National Advisory Committee for Trauma at the Ministry of Health; the former Medical Director of MDA, the national EMS organization; Lt. Colonel (Res.) in the Israeli Defense Forces (IDF).

Pinchas Halpern, MD - Director, Emergency Medicine Department, Tel Aviv Sourasky Medical Center (Ichilov); member of national committees on preparedness for Mass Casualties; Lt. Commander (Ret.) in the IDF Navy; former Deputy Commander of the IDF Navy Medical Institute.

Odeda Benin-Goren, PhD, MPA, RN - Former Director of the Center for Resuscitation & Emergency Medicine at Tel Aviv Sourasky Medical Center. An advisor to Israel Ministry of Foreign Affairs on International medical projects, she participated in Israeli training and international rescue missions, including in Thailand following the Tsunami.

Dror Soffer, MD - Director, Division of Trauma, Tel Aviv Sourasky Medical Center; Assistant Professor of Surgery at Sackler School of Medicine, Tel Aviv University.
